The Lead

Qatar, Türkiye, Pakistan and Indonesia signed the Badr defence-industry memorandum on October 21, two days after Doha previewed a new regional partnership, establishing a framework for cooperation among their ministries and defence-sector agencies.

Key Facts

  • The Badr memorandum was signed in Doha on October 21, 2026.
  • Its participants are Qatar, Türkiye, Pakistan and Indonesia.
  • The stated scope includes military production, technical training, research and development, and stronger national defence capabilities.

Article Body

Qatar’s Deputy Prime Minister and Minister of State for Defence Affairs, Sheikh Saoud bin Abdulrahman Al Thani, said at the Global Security Forum on October 19 that Doha would soon announce a regional partnership intended to strengthen military capabilities.

The October 21 signing identified the partners and clarified the initiative’s initial scope. Türkiye’s Directorate of Communications said the memorandum seeks cooperation in military production, technical military training, research and development, and capability-building. Reuters, citing Türkiye’s Defence Ministry, also reported provisions supporting exercises and training.

The published scope centres on industrial and technical collaboration rather than a mutual-defence clause requiring members to respond collectively to an attack. It could consolidate existing bilateral projects into a wider production and supply network, but no public announcement has specified budgets, procurement orders, governance arrangements or implementation deadlines. Which weapons or defence systems will become the partnership’s first joint programme?

What to Watch

The decisive implementation signal will be the first jointly funded production programme, including which country leads development, where manufacturing occurs and whether binding delivery schedules replace the memorandum’s broad commitments.
