Focal Brief

A mass drone attack attributed by Russian authorities to Ukraine killed one person and injured 15 across St Petersburg and the surrounding Leningrad region overnight into October 18, local officials said.

Focal Facts

  • St Petersburg Governor Alexander Beglov reported fires at the city’s oil terminal, the Ruchi oil depot and industrial warehouses.
  • Leningrad regional authorities said about 20,000 people lost electricity; flight operations at St Petersburg’s Pulkovo Airport were also disrupted.
  • Russia’s Defence Ministry claimed 1,015 drones were neutralised overnight across multiple regions, a figure that could not be independently verified.

Focal Point

The key signal is the simultaneous disruption of oil, electricity, logistics, data and aviation infrastructure far inside Russia, rather than damage to a single facility.

The updated casualty count covered St Petersburg and the neighbouring Leningrad region, according to local authorities. Initial reports from the city had listed five people injured.

Russian officials said fires broke out at the Petersburg Oil Terminal, the Ruchi oil depot and warehouses in the Kolpino district. E-commerce company Ozon reported a fire at its logistics hub, while internet company VK said a regional data centre had been attacked but its services remained available. Ukrainian drone producer Fire Point said Ukraine’s military struck the VK facility.

The raid came as an announced pause in attacks on energy infrastructure appeared to unravel. Ukrainian President Volodymyr Zelenskyy said Russian overnight strikes killed two people and injured 12 in Ukraine, and accused Moscow of repeatedly targeting the country’s energy system. Russia has not accepted that account.

The St Petersburg attack demonstrates the continuing reach and scale of long-range drone operations despite Russian air defences. The next consequential question is whether damage to the region’s energy and transport infrastructure causes sustained disruption or prompts a wider Russian response.
